My connection is slooooooooow

Hey guys, I cannot deal with my connections speed. I have cox.net and i'm located in Tulsa, OK. I am supposed to be getting download speeds of up to 500 KB/s but I never get anywhere near that (for example, fileplanet will give me about 40 or 60). Other people with my ISP or cable get much much faster download speeds then me, I have a 10 mbps network card and a linksys BEFCMU10 router.

Is my ISP ripping me off, or is it my own fault?
 
turn off your router, wait 30 secs, then turn it on. Repeat when performance slows down. 95% of the time this is the prob, if not call cox
