My computer won't work // Keeps restarting

There was a power outtage about a week ago, and when I turned on my computer when the power was restored it stopped working normally. It never gets to the login screen, it just stays at the black screen where it asks you if you want to enter safe mode or start windows normally. After that, it just restarts over and over again. What could be the problem?

Edit: Also, I've noticed that before this problem occured, it would take me 3-4 seconds of pressing the power button to turn the computer off. Now, the computer shuts off immediately after I press the power button.
 
Do a System Restore after booting to Safe Mode...
Something similiar happened to me once...
I updated Windows, had a power outage before Windows could restart after installing...
And it couldn't get into windows because the update was corrupted...
Had to go into Safe Mode and do a System Restore to before I installed the update...
