summary:
after switching motherboards, board will not post. GPU fan spins very loudly, and monitor stays in power saving mode (usually powers on with the computer). tried clearing the CMOS with jumper and also tried removing the round battery to clear CMOS. board still will not post.

a little history:
I decided to do a windows reinstall because my computer has been bogging down recently. It then turned into switching motherboards from my current Abit IP35E to my older Gigabyte 965P DS3. I did this because my Abit board had been giving me the following troubles recently:
There was a point in time where it would say something like "cpu not detected" as the BIOS was starting up. Then it would hold up for about 1 minute, and then proceed to start up windows. That problem disappeared, and since windows was starting up I decided not to look into it. The problem was replaced by something similar...I would turn the computer on, and it would hang a bit before displaying the hard drives, etc in the post screen. The "cpu not detected" problem did not show up anymore, so I assumed the problem had fixed itself. The delay in BIOS would last about 1-2 minutes before it started detecting the hard drives, etc.
Because of these problems I decided to go back to my 965P board. So I took it apart, unmounted my E4300 cpu, and cleaned the thermal grease off. Then I placed it in the 965P's slot, and put the computer back together. After assembling the computer, I turned it on and it would not post. All the fans spun up, the drives were working (hard disk and dvd drive), and everything lit up.
(I should mention that during previous overclocking, when my Abit board would not post, it would cause my 8800GTS's fan to spin up very loudly and continue spinning fast. Clearing the CMOS always solved this problem.)
As I was just saying, the parts seemed to all work after going back to the 965P board...and the 8800GTS spinned up very loudly. I tried starting it back up after clearing CMOS: same deal, gpu would spin up loudly. I then pulled out the round battery in the motherboard, and tried again. Same thing. After multiple tries, I gave up. Next day I pulled out the E4300 and stuck it back in my Abit board, figuring that perhaps my 965P board had crapped out. Same deal with the Abit board. I tried clearing the CMOS and also tried it after pulling out the battery. It will not post.
So basically here is what I have plugged in:
Abit IP35E (or 965P board)
E4300
8800GTS
WD 80gig hard drive (no other hard drives plugged in atm)
IDE samsung DVDRW (no other dvd drives plugged in atm)
Crucial 2x1GB RAM
SB Audigy 2ZS

I can't tell if its a problem with the:
cpu (since the Abit board said it wasn't detecting the cpu earlier this year. i think this is the most likely, since both boards are not posting, and the common factor is the cpu)
mobo (perhaps the Abit board is screwed up and saying it wasn't finding the cpu...but then why isn't the 965P board working either?)
gpu (but it usually spins up when the board won't post)
i really don't get what happened, since the computer as a whole was working fine up until i took it apart.
