My computer won't boot =(

Hey guys. I was getting a few odd blue screens(IRQ_not_less_or_equal) with my install of XP pro, so I took my hard drive to a friends to copy several gigs of stuff I hadn't backed up prior to error. When I threw the HD back in my comp after reformatting, It's not booting up. The fans all fire up, and lights on the HD, CDR, DVD and floppy are all going, but I get no diagnostic beep or video. Anyway, I played with my ram (256meg SDR), puting it in different slots and no go. swapped video cards, took out the sound and NIC.. etc. Nothing. I was actually ready to upgrade a bit, so I sprung for an XP1700 and ECS K7S5A pro (old setup was an Iwill kk266 and 1.2 T-bird). I figured I may have fried my chip or something. Anyway, I install the new MB and CPU and I'm still having the issue. I don't have another stick of ram to swap so I'm unsure of whether that is the problem. My power supply seems to be powering everything ok, and all the jumpers seem to be correct. I'm clueless here =) I have built 4-5 systems and have never had this much trouble. Anyway, here are all my specs

Old setup:
AMD 1.2 T-bird
Iwill KK-266
256meg SDR ram
Lite on CDR
DVD
Power supply is the standard PS that comes with my antec 1030B case. (antec brand of course)

The only new components added were:
AMD XP1700
ECS K7S5A.

I was told by someone that it may be the PS, though I haven't had any experience with power supplies powering "some" components and not others(CPU) Any ideas? Thanks!

it doesn't sound like a PS problem, because all of your devices fire up (fans, HDD, etc. anyway...). You will probably want to check out your RAM, that seems like it is the most likely problem. Try swapping in a stick from a friend or something. Since you have the same problems with a different mobo/CPU, installing some new RAM is your next step.

When you removed your HD did you mess with anything else? I'd suggest taking everything apart and rebuilding your PC over again. Make sure the mobo grounds (stand-offs) are in place and only install the necessary components. But it definitely sounds like some piece of hardware is either incorrectly attached or malfunctioning.

uplug all yer cables and replug them

also try replacing your main ide cable....that could be the problem

Make sure your FSB is clocked correctly. The processor expects a certain frequency, probably 133mhz DDR (266 mhz) from your FSB, and some motherboards come with the jumpers set to 100mhz, which might cause a problem. Might want to try resetting the BIOS as well, just to be sure. Lastly, make sure all of your hardware is in firmly, a loose (thus nonexistant) video card or memory stick will cause some BIOSes to halt.

Maybe this is too basic for you, but a reminder can't hurt :) -

what kind of video card are you running? I had a similar POSTing problem when I was using a cheap PSU. For some strange reason.. I think some higher end video cards like Radeon 8500 or better and Geforce 4 TI-4200 or better suck a lot of joice from the PSU. When I was using the crappier PSU I didn't want to POST with my Radeon or Geforce, but once I swapped out the PSU it worked just fine.

maybe this could be your problem

Umm...is it just me or does this sound like he is shorting something out? Check your floppy drive and IDE cables. I think you have a cable reversed somewhere. Remember that the stripe on the ribbon cable usually is closest to the power connector.
