My computer keeps restarting

There was a power outtage about a week ago, and when I turned on my computer when the power was restored it stopped working normally. It never gets to the login screen, it just stays at the black screen where it asks you if you want to enter safe mode or start windows normally. After that, it just restarts over and over again. What could be the problem?

Edit: Also, I've noticed that before this problem occured, it would take me 3-4 seconds of pressing the power button to turn the computer off. Now, the computer shuts off immediately after I press the power button.
 
First thing to try is to use your windows cd and go into the first repair mode and run chkdsk /f from the command prompt to see if it finds any errors to fix that might help. Its a longshot in my experience but wont take long to try it if that dont work you can try using the second cd repair option that will do a repair reinstall of windows and that might work if the registry is not corrupt or your missing files in which case you would prob have to backup the drive so u can do a fresh install and replace your needed data files. That the easiest way I can think of to rectify your system with having it to troubleshoot myself.
 
If running WINXP go into My Computer Properties(right click on My Computer and select properties). From there go to the Advanced tab and then go to settings under Startup and Recovery. From there make sure "Automatically Restart" is unchecked under System Failure. Let me know how this works out for you.
