Solution: Upgrade to Windows 2000 or Windows XP.

Seriously, most likely it's the annoying running low on system resources thing that Winblows 9X suffers from.
I remember getting stuff like that in 98SE.

comp was fine till couple of days ago, now it's like that always.

Start->Run->sysmon.exe

I think that's the program. Check it out.

I've seen that before when the computer has different languages installed and is being used. Try uninstalling IE and anything related to language and reinstall a clean IE. If that doesnt work then the only thing I can think of is reinstalling Win98.

Try to remember what you installed or did to the comp before it all happened and go from there.

Run TweakUI and set your IconCache to a higher setting. Also you need to reduce the number of programs running in the background. Run MSConfig.exe from the Run menu and click on Start Up Group Tab.

Last time that happened to me was on an NT box a month or so ago, re-installing IE fixed the problem.
