My computer does not shut down correctly.

I'm running Win2K, and whenever I tell it to shut down, when it issues the shutdown command to shut everything down, it only does a half-@$$ job, and I heard all my components click, like they're forever suspended in a half shut down, but not quite. So if I want to shut down, I have to wait till my computer attempts to turn itself off, then I help it by just shutting it down manually........

I guess my question is, what's the problem? is it my power supply? I have a SkyHawk 300W.

not only that, but sometimes my IBM 75GXP will just shut down while my computer is on. like, I'll try to access a file, then I'll hear a click, and my windows explorer freezes b/c my hard drive is no longer accessible. I then reboot, but the HD is not detected in POST.....is it just my 75GXP that's the problem, or motherboard related?

In order for me to temporarily fix this problem, I have to disconnect my 75GXP from the ATA/100 ide connectors, connect it to the aTA/33 ones, let POST recognize it, shut down, and move it back to ATA/100........any ideas why?
