My case cooling situation

Would like some friendly advice...

Running-

Athlon XP 2100+
gigabye 7g-vrxp
AX-7 HS with 80mm Panaflo L1A fan (ArcticS III)
1 "came with case fan" for rear exhaust.
Sunon 50cfm for side intake
Panaflo for front intake.

Right now (with Vcore set +5% for vid card), I am running 55c idle. This is with the computer sitting next to an AC vent. The room itself is probably 80F degrees on average.

I don't think this will work, especially should I need to bump up Vcore more for a future vid card, or if I should take to a location without close AC.

I need a better solution, even if it means replacing some of the parts. I was wondering, specifically

1. Would changing the HSF to a higher cfm (like a Delta fan people talk about) if that would significantly change things.
2. Would adding another exhause fan (where the PCI cards would go...) help significantly?
3. Higher powered fans (at the sacrifice of noise).

The heat sink seems to be a bit scuffed up from the pressure against the CPU die. I have reapplied the heatsink 2 times so far, and maybe reapplying it reduces its effectiveness (?). Also, I have a hard time judge how much AS3 is too much. I was extremely careful in trying to apply an even, and thin layer. One person suggesting using your finger in a plactic bag to apply, but when I do that, i can't seem to get an even layering at all. I know I need it 'really thin' but I am under the impression that none of the metal from the CPU core itself should be showing when you apply the AS3. And really, will 'being really careful' affect the results much less than 'being extremely careful'. I'd hate to think the margin for error is so small.

Also, I have this problem after reapplying the heatsink. The temps immediately skyrocket...up in the 60's...when I turn on the computer shortly afterward. Waiting a while afterwards, and turning it back on, the temps usually stabalize. Why would that be?

Sorry this is long winded. I need a solution and its the first time I've had to deal with these issues. I'd like to know what I should replace, if anything, so I can get my temps in the 40's somewhere. Cause I know its possible with most of these higher quality parts.
