My buddys A7V STILL WONT BOOT????????

Ok here are some specs Asus a7v,850 athlon,v5 5500,128mb mushkin hsdram 150, 300 w power supply( i have the same case and power supply and t works like it should with the power on for 4 sec then off when you turn on the back switch)
Ok the first thing his power comes on and stays on when he turns it on it the back?????????( dosnt seam right)
next thing is he thinks he had the multiplier set wrong to start off and had the rest to jumper free. Set right now still no post
He says that one of the rubber pads on the heat sink seams melted onto the cpu and the white sticker on the cpu seams burnt.
Never had it on for more that 3 min max.
No beep ,once he got some sort of beep but dosnt know what it sounded like otherwise no beep
He has taken all the cards out except for video reseated everything
more than once still nothing.
Where do you start????? power supply????? mobo?????? cpu????????

If one of the pads are melted, and the label on the CPU burnt looking, sounds like the bird is fried. I hear it only takes 8 seconds without a heatsink to trash one. The heatsink must not have been installed properly, or the fan was not working.

When you turn on the power switch on the back, the system doesn't power up. It's just the usual ATX mobo diagnostic, but the A7V does it longer than most other mobos. Hit the power switch on the front of the case and the system will probably boot.
