MYOB. He has to be the one to deal with this, and trying to convince him to do anything will only be counterproductive.
The best you can do is tell him to be careful and to avoid letting any potential future problems affect you too much.
How is your family's issue not your business? While I don't think the OP should take any action, he should at least talk to his brother like you mentioned. Give him an ear and give him an idea of what it looks like from the outside. Things might have just build up slowly over the last 7 years he might not have realized how far in he is.
