Not sure why it is doing this. I even reset the router and he's tried wired and wireless connections in an attempt to connect. Does not work. Other sites can be connected to fine, but anything SSL hangs and will not connect. Using dial-up he CAN connect to the sites, so this makes me think it is a network issue or router issue. As I said, I reset to defaults, and he is still unable to connect. I've checked everything twice, so I'm open to solutions. Also rebooted the DSL modem, and tried the latest drivers for him.

1.1 ghz celeron laptop. Toshiba. 512meg of ram. Built in NIC, and a netgear wireless. He told me he could access them fine at home on his connection, and I watched him acces them via dialup just a few minutes ago.

What OS? If it is XP does he have the firewall turned on and possibly be blocking it on network connections?

Only other thing I can think of is to go into IE - Tools - Options - Connections - LAN settings and make sure that he doesn't have some sort of proxy turned on for SSL.

If those aren't the case then we probably need to know what kind of router you are using.

Has he run adaware/spybot/cwshredder? I had some nasty spyware on a client's pc that prevented her from visiting secure sites. I'm not sure why it would only affect a network connection and not dialup, but it's worth a shot and good to run those periodically anyways.

Load Firefox on his machine and see if it wil allow access to those sites. It just takes a few minutes, and will answer a lot of questions.

Would the sites in question happen to be yahoo mail, or MSN passport (hotmail) stuff?

Are his MS updates up to date?

The Cipher strength is 128 SSL. He can access ANYTHING through AOL(how bizzare), but not when connected through my connection. He's was only here for a few days, so it is a non-issue now. Was unable to load Firefox because he left.
