My boot volume is the f:? How do I fix this?

MY computer for whatever reason made the boot drive the f:, how do I correct this back to the c:? I have a 250gb hard drive that was partition previously into 3 partitions and when I was installing windows XP it showed two of the partitions as unknown disks, leaving me with only 130gb of the 250gb available to be used. How do I reformat the whole drive to make the full 250gb accessible to hopefully cure the f: problem. Currently my C drive is the card reader.

It's not a problem really, there's no actual importance attached to drive letters...

What do I use to reformat it back to a full 250gb drive? I don't have a floppy drive.

You have to unplug the card reader and any other items that request a drive letter and reinstall. Are you using xp? If so then simply backup what you need/want, turn off the computer, unplug the card reader, and turn on the computer. Then simply put your CD in the drive, set the BIOS to boot to the CD first, sit back and answer all of the questions.

Thats the problem I had XP, but when I went to format the full 250gb its only showed as 137gb, I partitioned a 20gb for the operating system to install on and now in computer management it still is only showing 117gb available, where is the other ~120gbs?

You need an updated CD. XP with Service pack 1 or 2 will allow you to see the whole disk, otherwise it stops at 137 per partition. There's lots of links on this board about how to make a slipstreamed windows XP cd, which is what you need to do.
