My ATX shuts down like an AT

It always just goes to the "It is now safe to turn off your computer" message, I'm running 98 on an Asus P3B-F. I have power management enabled in the bios, I can suspend and restart, but I have to manually turn off the box each time. Any ideas, please? This is driving me nuts, can't figure it out.
