Reason why i ask "CAN" is because i tried removing the fan, but it's stuck... I took the screws off and it wont' budge off and i dont' want to pull any harder because i think there is some kind of epoxy attached to the chip and the heatsink..

Pretty much, is the fan even replaceable???

Yes, it's replaceable.

Take out the fan if you want, and put the heatsink of the video card into a vice, and twist the card until it pops loose.

You can also take a screwdriver covered with a cloth and try to pop it off that way as well. Don't be afraid to use a little force. But obviously within reason... 😛

You may not even need the fan - it'll probably run OK without it. I unplugged the fan on my old radeon when it started maing noise. It is still running fine. I ended up putting a slot fan a slot away to provide some air flow, but I don't think it even needed it.

I just oiled the fan on my old AIW 7500 that was making lots of noise. It was a bit of a pain, but the fan can be pried off the heatsink... carefully. Once you get the fan off peel the sticker(s) off the back of the fan to expose the fan hub. Place a SMALL amount of oil onto the hub and put everything back together. It should be good for another 6 months.

what kind of oil? wd40?

I actually used tri-flow. I sprayed a bit onto some foil then picked up a little oil with a toothpick and placed it on the fan hub. You definitely do not want to use WD40 as it is not just a lubricant but also a liquid wrench type of spray. WD40 breaks down very quickly.
Be careful of the heatsink, I sliced my finger on one of the fins. I did not know I was cut until I saw drops of blood on the floor. Fortunately I did not bleed all over the card.
