My AMD 3000 cpu fan seems to be working very slow...

Hi guys,

My problem is simple but really annoying.. I use speedfan to slow down my cpu fan at nights, when i am downloading something. It was really useful till i uninstalled it for some reason. When i reinstalled it, i noticed that it showed my cpu fan speed at 2900RPM, but i am sure that it was still working at 6000. I could understand it from the unbearable voice. When i slow it down to %30, there is still voice! It's really annoying. Before this event, even when i changed the speed setting to %50, i couldn't hear any fan noice from my case...

What's wrong? I tried to uninstall and reinstall it many times but nothing changed. What should i do? Do you know any other software like this, which i can use to slow my fans?
 
If your computer can run OK overnight on a lower fan speed, why not use it all the time? I applied this rule to my PC years ago...
 
ok,but it doesn't work properly at all. i have to find something else. What can i use? Do you know any other software
