My aCPU is overheating

My question to any of you is: When I turn on my computer, after the windows XP login, and when the desktop shows up while it loads all start menu programs, the computer SLOWS down, freezes, and the temp of my CPU (Athlon 64 3400+) is reading between 59-61 degrees celcius. On top of that, my optical mouce and keyboard is not working. It seems my CPU is "thinking" too much and overheating. I had this ocur before and I was running fine the other day and it happened again. My thermal paste (Artic 5) and heatsink (Zalman) are fine. I just want to know if there is a way to "stop" the CPU from thinking and reset it so it does not overheat? Please help me...
