what, and windows is the only viable operating system?
I say install Gentoo Linux and then he won't be able to figure out how to do anything.
Other than that, open it up and jank the power supply to the motherboard cable when you aren't using it.
Its like pulling the spark plug wires out of a car when you aren't driving it, it won't start and no theif will figure it out in time to get it going.

If you really must lock him out, set a password on the BIOS. Unless he knows how to flash the CMOS, you should be fine.
