my 9800xt's stock fan is so loud, is it normal ?

I've had this powercolor 9800xt for a while, bought it refurbished from newegg and I find it increasingly annoying that the fan on the stock heatsink is making a loud humming noise.

Is it normal that it is so loud ? I've had a 9500pro before and the stock fan wasn't that loud.

Mine was loud too. I bought an ATI Silencer 3 to replace it as well as cool it down. Its really quiet and works like a champ. I never get above 60C under heavy gaming. ( I hit 70C once with the stock hsf.)
