my 970 is a [poor] overclocker

I got an EVGA 970 SSC ACX 2.0+ last month. I was running it on stock till now. This weekend I decided to try its overclocking potential. In PrecisionX 16, the gpu clock could only go upto +100Mhz. Anything over Nvidia driver error and black screen. With Memory clock it was even worse, anything over +75Mhz, it would crash on test 23/26 in heaven benchmarking. The temps stay at 70 degree C throughout the tests.

Also I noticed if I set fan control to auto through PrecisionX my video playback is choppy especially in streaming(netflix, hulu, etc). If I turn off autofan and close out PrecisionX everything is fine.

I really envy you guys that got upto 1500Mhz GPU and 8000Mhz Memory!!!

You won't always get the same clocks as someone else. Especially with EVGA because they heavily bin their chips to put into their more expensive products like the FTW 970 models.

Overclocking is always a lot of luck.

Don't use precission. Use MSI afterburner. To me, it's much more stable. Also, download GPU-z to see the true clock speed. Depending on the card, a +100mhz might actually boost upward of 1500mhz or more. You don't really know unless you have GPU-Z to monitor the actual speed.
