I did this yesterday. It took about 5 minutes. I just modded one of my two Antec case fans and daisy-chained the second, unmodded fan to it so that they both were at 7v. The noise reduction was great and really noticeable! Plus, I didn't have to toss these two fans. However, my CPU/system temps increased by 1-2 degrees.
I plan to add a couple of the Vantec Stealth case fans, vent my CPU externally using some hose and vent my PSU exhaust away from intake areas.
Also, I want to do something about the video card fan (replace it I guess, but I don't know its CFM or dBA ratings so I don't know what fan constitues a better solution) and the hard drives noise (don't want the expense of replacing with fluid-bearing models, so I'll probably look at some sort of sound insulation).
