My 2800+ is still cool...why can't I OC more?

Ok, I have the following setup

480W Antec True Blue power supply
DFI Ultra Infinity ll motherboard
barton 2800+ motherboard
volcano heatsink
artic silver
good air cooling


Ok, I have my chip running at about 12.5x190 right now. Which is roughly 2.4ghz. I have the v core running at 1.85. At peak temperatures my CPU hits 45 degrees celcius and never gets higher. If I try to increase the V core and the FSB my computer will post but windows will simply not load. Any advice I could get from the group?

Every chip has its max. You can't OC a 2ghz chip to 4ghz even with -40C prometia. My 2.8C will go no further than 3.7, even at the highest vcore.
