Mutliple vertical refresh rates on LCD Monitors?

I'm looking to get a new 17" LCD monitor from Samsung, but I have to question a spec that says it can change its vertical refresh rate from 56hz to 75 hz.

Is that true? I mean, can it *really* change its refresh rate? If, for example, while playing a game, I were limited to 60fps on a LCD running at 60hz, would increasing the refresh rate to 75hz on said LCD allow me to actually see 75fps?

I'm just suspicious that the whole vertical refresh rate change option on an LCD doesn't actually change anything. I thought that all LCD monitors were stuck at 60hz and that's it.

They can accept multiple "refresh rates" from the graphics cards...how they handle it is entirely the same however.

AKA you won't see a difference with different refresh rates as LCD's don't have them in the same sense that CRT's do

That makes sense, but it IS kind of stupid to advertise a "fake" feature.

60fps is usually the max that you can see on an LCD then, right?

Not even. That is only a convention. LCD images are not scanned and then refreshed. The pixels stare - on or off. The speed at which they can change is their response time, and that is built into the LCD - not user changeable. Vsync problems are peculiar to gamers using 3-D animated graphics. Normal 2-D imagery doesn't get bothered much at all.

There is, however, a relationship to vertical sync or V-Sync that impacts on continuous animations, movies or games. If that is not high enough, it can result in "tearing" of the image. That problem is largely unknown with modern, fast response LCDs. It was once a problem.

Let me see if I can clarify, then.

So allowing an LCD to run at "75hz", according to what my display properties say, means that it is only approximating what I would see at that refresh rate, but is not actually refreshing the screen 75 times a second. Or should I just get off the whole refresh rate thing, as it really means absolutely nothing to a video-card/LCD combo?

pixel response limits fps. refresh is just compatibility stuff without much meaning. and well rated pixel response is from black or white? i forget, anyways its measured in a way that isn't representative of average pixel response, but the minimum.
