mutiple internet connections

I have a DSL connection (static IP) and host a web server. My internet connection cuts out sometimes and in turn the web server is not accessible. I would like to have another internet line that will function in tandim so that if one connection goes down there will be no disruption in service. The problem is I dont not know how to achieve this. Any special hardware needed? If server runs of the IP address given by one isp and it cuts out will it still be accessable through the other connection using same IP or is there some failover configuration done someplace?

Try Getting a router with dual WAN ports. Many companies make them, but they aren't cheap.
