Allow me to explain. Often times we we (photographers) are captioning images we may not have all the neccesary caption information at hand. So we put in "dummy text", most often "xxxx's". It then get's forwarded onto someone else who will fill in the blanks, or will remain there until we fill in the correct information ourselves. It appears to me that instead of usings "xxxx's" this guy made a snide comment that very likely was never meant to see the light of day outside of his office. Somehow he forgot to take it out and the his states associated press desk never caught the error, hence it went public.
