Must Power Up 3 times to boot

I must power up and power down 3 times in order for my PC to Boot up. The first two times I don't get a beep from my ASUS 3PV4X MB. The hard drive light goes on for a few seconds and then goes off and then the pc just stops doing anything. I then Power down and Power up 2 more times before the PC will boot up. When it finally boots up, it acts as if there was no problem. I have:
ASUS 3PV4X MB
800MH PIII
45 gig 5400 Maxtor and 20 gig 7200 Westerndigital drives
Sound Blaster Live Value
192 meg of SDRAM
ATI RADEON 64meg DDR (The Drivers Suck)


 
try taking out all the cards and reseating them in the mobo again....my pc has done that a few times...i belive my video card was causing my problem
