If I burn a cd from a DRM copy-protected file, can you rerip the cd, and if so does the DRM somehow come along for the ride.

Yes you can, but I wouldn't do it. DRM protected files are compressed (WMA or AAC) and will sound horrible after being compressed for the second or third time.
