Probably 100% political rhetoric for the homeland audience. The Baltics are part of the EU and more importantly part of NATO. Any attempt by Russia to annex any of the Baltics obligates the USA and all other NATO countries to defend it. In other words, a direct war between the USA and Russia would result-something that has never happened before. It would be the worst political miscalculation since Japan bombed Pearl Harbor.

Ukraine certainly did not actually get a guarantee of U.S. protection.

What they got along with money at the time from the US and the like was the US and Russia among others promising to acknowledge and respect Ukraine's borders. While Russia obviously has massively violated their promise, the U.S. has not in fact failed in its obligations due to the agreement.

By contrast the Baltic nations do have such a guarantee due to being members of NATO.

The EU & the US ran a gambit using Ukraine as a pawn. The current round of hand-wringing & recrimination is like shedding tears over the guy you used as shark bait.

The only issue remaining to be settled is how much of their own blood Ukraine is willing to spill in denial of that fact. They've been gullible & self serving fools all along.

That doesn't apply in the Baltics at all because of NATO, a military force vastly superior to that of Russia, something Putin knows & acknowledges. He's an opportunist, not an idiot.
