I have an amd mobile 2500+, running @ 2.5ghz. 200mhz x 12.5x. Everytime I go into my bios and try to make the multiplier 13x-14x it won't work. Windows boots with 1000mhz & 1100mhz. I'm using a asus a7n8x-e deluxe

Most Nforce2 boards can't access the multipliers higher than 12.5x on the mobile and unlocked desktop chips. AFAIK, the only boards that can use the full range of multipliers is the Abit NF7 and a few DFI boards.

On all the rest, using a higher multiplier like 13.0 or 14.0x will simply trick the board into using a low multiplier like 5.0x (in your case, 5x200=1000). You might be able to mod the chip to use the higher multipliers, but it's simply a limitation of those particular MB's.

You can use the multipliers lower than 12.5x, or just the ones 13.0x or greater?

Both AFAIK :) I ran it @ 5*182 for a while for a laugh (not a very good laugh, but a cool n quiet laugh)(no pci/agp lock so no higher fsb :( ), and before i worked out fsb overclocking (kinda simple looking back on it) i ran ~2600+ with a 133fsb...
