About 1 week ago, out of the blue, my computer stopped being able to connect to servers in Halo PC, Outlook can't connect, and I can't connect to any servers using FTP. Since then, every once in a while Firefox and IE get can't connect to the Internet, though Opera seems fine. My download speed is ridiculously low now most of the time (20 KB/s) as compared to my normal speed (300 KB/s). I can upload and download fine with a torrent client (Azureus) and other P2P programs, but the speeds are low also. I've run full scans McAfee and EZ Antivirus, as well as Ad-Aware, Spybot, HijackThis, and there were a lot of viruses and other malware that I got rid of, but the problems haven't gone away. I tried to get Windows XP SP2, but Windows Update has problems getting it, and I'm now downloading it directly from the Microsoft site (at like 4 KB/s). I haven't made any changes to my system's configuration (that I can think of) that would cause any of these problems.

Another thing wrong with my system (probably unrelated since I've had it for a little while now) is that whenever I try accessing the Control Panel, explorer crashes, and according to the error report it's shlwapi.dll that's causing it. I looked it up online, and someone said that it might be corrupted, but I tried downloading the dll off a site and replacing the one I have now with it, but it didn't help. If anyone can help me with these problems, I would greatly appreciate it.
 
Try turning off or unplugging your modem and your firewall/router if you have one. Manually update the drivers for your Network Adapter(s). Shutdown your PC system. Turn on or plug in your modem. Wait two minutes. Turn on or plug in your firewall/router. And then start your PC. This may help with the download connection speed.
 
Start
Run

type sfc \scannow


Reboot.
See if that does anything.
Might want to dl WINSOCKFIX [be careful with this tool] just in case further dabbling hurts the system
