Multiple problems, slow PC that crawls even after formatting

Hello, I have a laptop dell i3 , unfortunately, this desktop has never been very fast, I 've formatted completely yesterday with a return to factory settings but it is still slow ... When I go to the task manager, I can observe that the hard disk is running at 100% while nothing is launched. I therefore assume that the slowness of my PC is due to a problem coming from the hard disk.
Do you have a solution to my problem or do you advise me to send my PC to support? (my guarantee is valid until July)
I also had problems (before formatting) when starting the PC where the screen became multicolored, the PC rang (beep beep beep...) and I had an error message. It's hit me at least 3 times since I got it and I don't know where it came from !
