Multiple people with 1 IP

My girlfriend just moved into a new apartment. I was going to show her how to setup a vnc server so i can help her with stuff remotely. She said she has a cable modem and no router, so generally her computer will have the external IP (so i thought). so she told me her ip, and i cannot ping it. i even had her go to one of those sites (http://www.lawrencegoetz.com/programs/ipinfo/) that shows your external ip, and it indeed matched the ip that windows told her she has.

so why can i not ping it?? a friend of mine said that now sometimes companies are giving multiple people the same ip and it gets routed by MAC address or something like that ? is there any way to do this??

the ip is 24.174.169.0 if anyone can check it out or something?

The IP is owned by RoadRunner. They used to allow multiple IPs on a single cable modem; not sure if they're still doing that.

In any case, chances are your girlfriend has Windows Firewall (if Win XP) turned on, and is blocking incoming ICMP. Have her turn it off, and try again.

She's connected directly to the internet with a windows box and you're telling him to turn the firewall off? :Q

SOFTWARE FIREWALL is a Firewall too!

You can either turn off only ICMP and VNC (by making exceptions) on firewall, or turn off firewall altogether so that you can tell if Windows Firewall is the issue here, and then turn it back on.

Obviously you don't want to leave her PC wide open to the Internet.

supernetting i believe its called..

an ipaddress ending in a zero can often time give strange results, i was typically left to denote the network on a particular subnet, and may apps wont like trying to talk to it. these same supernetss will often times have address that end in 255 also, and may apps wont like those address either..
