Multiple monitor resolutions

I'm still using an ATI AIW 9600 Pro which has dual VGA outputs. It seems like I have to make both outputs the same resolution and they can't be controlled independently. Two questions:

1. Is this normal?

2. Can newer video cards output different resolutions to each output?

Do both monitors show up in Device Manager?
Do both monitors show up in Display Properties?
