Multiple IDs in Win98se?

We got multiple PCs at home (me, my bro and sis each have a PC) and i was wondering if there was a way to setup multiple IDs on my PC. My younger sis doesnt have her own PC and she uses which ever one is available but i want to have some sort of 'nany' on her internet usage (she is 10) with rest of us have to deal with is annoyances.

Any ideas?

Contro panel -> Users (or Manage Accounts/Users something) -> Add User

Edit: Just remember that you can't enforce the security in 98. When windows login box pops up, she can always click Cancel and still go in as no one.
You can setup IE though to be a resource only available to the authenticated users.
