multiple FTP sites on IIS (NT 4)

I am currently hooking up multiple FTP sites In IIS and I either get access to every ftp site with the users I have set up or none at all. example - If there is site A and B the person from site B can log in to site A with there own user name and password and vise versa. How can I limit Each person to only that FTP site. Please be detailed.

I just make new ftp sites with the user's name (ie: a site called Administrator for instance). At least, I believe that is what I did. Then I just change to appropriate permissions.

Sorry for being so vague, it has been a long time since I went about making user specific ftp shares.
