Multiplayer patch/mod for Vice City on PC?

There is a patch/mod located at that URL on IGN, and it says it adds basic multiplayer support to Vice City on the PC. Is this for real? Does this work?

Anybody want to try it out or have already? How is it, what can you do?

If this is legit, I may have to pick up a copy. It's on sale this week at CompUSA or Circuit City, can't remember which, for $30. I have it for PS2, but multiplayer would rock!
