multimonitor framerate issues

Ok I have 3 monitors As far as running normal programs there's no frame rate issues on any screens but when playing a game on the middle screen when it comes to a cut scene the cutscenes has lag then after the cutscene the game plays fine. If I then have the game in windowed mode and then drag it to the right or left monitor the frame rate decreases drastically. I am running two ATI Radeon HD 5770s and I am not using crossfire the interesting thing is I was not experiencing any of these problems even without crossfire until I reinstalled my operating system. I tryed older drivers and newer drivers and every driver in between with a clean driver installed for each one no dice so it's not the drivers. I'm running windows 7 professional 64bit which comes with directx 11 installed and games install the directx version they need anyway when you install the games so directx should not be the issue. Also I do seem to run into these lag issues with the frame rate when running games in directx 11 and that is not a problem I had before Reinstalled windows 7 professional and so I thought for a while it might not have installed directx 11 properly. I checked that out and that's not the case so I'm posting this because now I'm stumped as to what could be causing the strange frame rate problems. Please take in mind running three monitors with out crossfire did not have any kind of frame rate issue as far as gaming goes before reinstalling windows. The only conclusion I can come up with now is when there wasn't a problem I had the operating system installed and only had one video card and had then installed the second video card when I reinstalled windows they were both plugged in during a re installation so maybe there's some kind of conflict between both cards being in the motherboard during installation of windows? o_O

hm this is curious.

what are the connection types between card and monitor? i assume 1 card drives 2 monitors and 1 drives the other. so, dvi1 and hdmi1 to 2 monitors, and then dvi2 to the other? are all 3 monitors the same model? when xfire is enabled do you have the problem? can you verify xfire is working? when not using xfire, what are the clocks are your cards?

He has matching 5770s and his middle monitor is a different model and slightly higher but has the same refresh rate and resolution. (I've been on skype with him and he is busy at the moment). Would that be something that could still effect it? I had two different monitors with my 4890 for a year or so and never had this problem.
