Multi Language support in Windows

My friend from China has been living in the US for several years. His notebook (that he bought in China) came with Windows XP Home Chinese edition.

When I try to help him with computer problems its extremely difficult since I cant read menus or anything. I have suggested that someday we try a reformat and install a Windows version with some better English support, so that I can help him out. But he is afraid of losing his ability of typing in different styles of Chinese and stuff.

So is there a way to change the entire language for windows, without reinstalling an entirely different version? Which versions support this, and how does one change this?

It would be nice to be able to switch back and forth between languages quickly.
