It's been a fair while since I last had to do a telephone activation, but Windows 7 plus a big-name OEM usually results in this in my experience.
It went through the usual routine of asking for the numbers on the activation screen, then it started reading the activation code out in the usual blocks, however:
Block A: <six numbers here>
Block F:
Wait, what?
I even had it go all the way back through the groups of numbers, and again after block A it went straight to block F. It then later read out what block F should have in it. I put the first "block F" in block B and it worked.
