MSN (Microsoft internet access)+56k, slowdowns, please help

I get this all 4-5 months. My internet slows down (350+ms). That's not because a lot of people are online. It works fine 90% of the time. It just happens for no reason. If I log in 5-10 times it might be back to normal. Is it my comp or does MSN repair their servers and take some offline here and then? As anyone any information about that? Some microsoft pages don't even load right now.

Does anyone have any information on other people having the same problems a few times a year with MSN? Or about MSN doing some make-over? Any help is appreciated. It's driving me crazy.
 
Its most likely msn. You need to try a local provider in your area.. see if this makes a difference. Most likely it will.
