In Windows, click the Start button, click Control Panel, and then double-click User Accounts.

Click the Advanced tab, and then click Manage Passwords.
In the Stored User Names and Passwords dialog box, click Passport.Net\*, and then click Remove.

This does not delete your Passport, but it prevents automatic sign-ins, even if you select the Allow automatic sign in when connected to the Internet check box on the General tab in the MSN Messenger Options dialog box.

Click Close, and then click OK.

Great. However, when I open User Accounts I see no "Advanced Tab." WTH?

that's for windows 2000.

in XP: start > control panel > user accounts > click a user > on the left side, "Manage my network passwords"

edit: or do what that guy said
