msn explorer + win2k japanese

My buddy is running Japanese Windows 2000 Pro and he tried to install MSN Explorer, and now Windows won't boot. It hangs at "starting network connections" before the logon screen should appear. I have tried Safe Mode, and I've tried the repair option when you boot off the CD. Ideas?
 
MSN Explorer probably overrode some critical DLL in that install of Win2k Pro. You might have to reinstall, different language conflicts usually are pretty nasty.

Why is he running Japanese Win2k anyways?
