You could also try clearing your CMOS (usually via a motherboard jumper), and when you plug the PC back in and power it on, you should be able to enter your BIOS via a key (delete, F2, etc) depending on whatever one MSI uses (off hand I believe it's F2).

I had the same issue with a MSI z270 and a gtx 1060. Try using the HDMI port of your RTX.

Yea it's strange I'm already using the hdmi...mind you I'm using a elgato hd60 60pro pcie card as the final pass through maybe it's the culprit!! Thanks mate also everyone I appreciate your help I'm damn tech savvy but just built this new system and it's got me stumped...I'm now thinking it's the rtx or elgato card.

Asrock has a utility to allow bypassing fast boot and going to the bios settings. It should work on your board.

I hate to say this, but it could be the elgato capture unit, with the HDMI pass-through. You've tried plugged the monitor DIRECTLY into your GPU HDMI output, and by-passing the elgato?

Here's what I'm thinking, maybe the elgato, as a USB device, doesn't get initialized (powered-on), until the OS loads, and it enumerates the USB devices, like mouse, keyboard, and others. Therefore, the pass-through won't work, and you won't get a display, until Windows loads to the desktop, and initializes USB devices.

Thank you it was the elgato. I will be sure to unplug the hdmi cable when I need to enter the bios
