Having an old PC and not wanting to upgrade anytime soon, I decided to add some more functionality to my current rig.
After doing some research I found that I either:
a) Get a top of the line TV Tuner Card which I could then use.in my next PC
or
b) Get a really cheap one just to use for maybe a year or so.

Before I go any further here is my system specs:
Windows XP Pro SP2, 512 MB DDR266, 2x 80 GB 7200 RPM WD HD (striped), Ti4200 128 MB Video Card, 17" E70f+ Viewsonic CRT and a 19" 1970GX NEC LCD

Now most of the top of the line TV Tuner Cards require at least a ATi 9600 card or better, so I decided to get the cheapest one possible so I settled for the MSI TV @nywhere Plus which I got @ ICCT for CAD$41.
Let me start by saying this card is a POS, and never buy hardware without checking reviews on a particular item (there are none for this card).
Full specs for the card are found here.
I didn't try to do PVR, timeshifting or anything fancy, I just wanted to view TV.
First of the Software it came with doesn't work at all, just black screen no audio. I tried this for Cable input as Well as Composite Input.
The remote does seem to work, its hard to test its complete functionality however when nothing else works.
I tried Dscaler that didn't work, tried a demo of Snapstream BeyondTV that didn't work either.
ChrisTV was the only thing I got to work with it but the reception was crappy apart from not being clear, I got multiple horizontal lines on the screen.
Trying Composite In with a DVD player, the picture was clear but these horizontal lines still persisted.
I am unable to provide a screen shot because everytime I tried ChrisTV would lockup and crash.

So my parting words of wisdom is, do not buy this card.
