MSI Silicone based tv tuner?

what does everybody think of the MSI MS-8606 tv tuner with the silicone-based TV tuner? Does it have better visual quality than a normal tuner?

I'd like to know the answer to this question, since I'm looking to get a TV tuner soon. I've heard that the Viewsonics are pretty good.
