MSI R5770 Hawk + K8NGM2 MB = no go?

I am running an old K8NGM2 MB / Athlon 64 FX-55 setup with a 400W Ultra PS and 2GB RAM. I bought an MSI R5770 Hawk intending it to be the first step in a chain of upgrades but the system won't POST with the card installed, and I can't even get video from the MB built-in output while it is in there. System runs fine with the old video card (or none) installed.
The box says it needs 450W so I borrowed a 500W power supply and tried that with the same result. The MB has the latest BIOS (v1.1). I tried booting with nothing connected but RAM and GPU but it still wouldn't go, so power doesn't seem to be the issue.
Might I be able to change a setting in the BIOS to get this setup to work? I plugged it in to a colleague's Area 51 and it booted fine so the GPU is not DOA. If I can't get this working I am planning on skipping to the next step and buying a Phenom II X3 720 BE / MSI 790X-G45 but I'd rather wait and save for something better so please tell me if you know what the problem is.

Think it has to do with the board not being PCIe 2 compliant...? Just an older board that doesnt support that type of card...

I think that may be the case but it is generally possible for PCIe 2 cards to run on PCIe 1 boards at reduced bandwidth, so I was hoping there was a workaround.
