MSI PRO2A problem booting from floppy

I am building a new system and cannot boot from floppy to load WinMe. I set the first boot device to floppy and it tries to boot off cdrom, even though cdrom is not selected as one of the boot device. I disconnected the cdrom and nothing happens after the system screen. I tried switching cables, floppy drive and same problem. I loaded FAIL-SAFE and Optimized settings and no can do. PLEASE HELP!!


I fixed the problem. I had to cut the tab on the floppy cable so the 1 pin on the cable matched up to the drive. I thought the tab was there so it would match up. I guess not.
 
I was able to make a bootable CD and loaded WinMe. I am still unable to use the floppy drive. Any with an answer to this problem?
