MSI PM8PM-V mobo and USR 5699B modem problem

After loading Windows XP (home ed) and all the major components, I put in a USR 56k modem and rebooted. Windows found the device and loaded the latest drivers (downloaded from USR site). On reboot Windows XP freezes up. Any ideas? I posed this question in general hardware and got no response. Does anyone see any potential conflicts with parts?
I have a few other brands of 56k modems that I am going to try tonight when I get off work but would like to find a solution for this modem.
Also I have several USR 5699B modems and have tried them all with no luck.
I've tried to install device and drivers in Windows and in safe mode as well as earlier drvier versions.
Windows freezes up every time once the drivers and device are loaded.
When I disable the modem Windows will load just fine.

I've discovered an IRQ assignment issue. When in safe mode the IRQ is assignment is IRQ 10 and is shared with the Realtech onboard sound, with no conflicts. I disable the modem and restart. Windows boots, I then enable modem in Windows. The OS finds the modem and askes for a reboot to activate modem. Prior to doing so, I checked the IRQ setting and it changes to IRQ 18. I checked the Award Bios, Pnp/PCI configurations, IRQ resources, it only lists IRQ 3-5, 7, 9-12, 14 & 15. In the bios I cannot force assignments. I can only select assign to: PCI device or researved.

How do I view all the IRQ assignments in XP?
How do I check to see if IRQ 18 is available or if there are other IRQ's available?
Any ideas why the modem IRQ changes from 10 in safe mode to 18 when enabled in XP?
