MSI Neo4 won't POST with PCI-E

I've did a search here and didn't find anything too simular.. But then again, no ones tried using a PCI video card to boot a NO POST system 🙂 Will RMA the mainboard on monday to start the "throw new parts at it" phase.. AMD 64 3000+ 90, MSI Neo4 SLI Plat, 2x 512MB Muskin CL2 Blue, Powercolor X300SE. No drives yet don't want to installed XP 64 with a 14 year old video card. This board didn't come with the D-Bracket for some reason.. thanks MSI!! 🙁

The X300 was tested in another PC and it started to load windows. It will POST fine with a PCI video card installed. Have tried a weeks worth of testing. I'm pretty much booting to memtest86 on floppy now and playing around with the dual channel timings while I figure out why it won't do anything with a PCI-E card installed.

Also tried different express slots, and messed around with the SLI switch card also. With no video installed it does the expected - . . beeps. It just refuses to accept a PCI-E video card. I have ordered a 6800GT and will try that, should be here on Monday...
 
Is there anything else I can try, or is the PCI-E slot definitely bad? I know when I call to RMA, I'll have to describe everything I've tried and want to include those like minded people in on what's wrong with this thing..

Is the memory at the correct voltage? With high quality memory, it may require higher voltage settings
 
Your memory requires 2.6V instead of 2.5V. That is probably the problem. I'm guessing you haven't oc'd at all on this system
 
I swapped video cards around again then went into BIOS and upped the memory voltage to 2.60. Still nothing. I am pulling it out and sending it back tomorow morning. I'll keep the memory voltage in mind when I get the new board back.. and hopefully a d-bracket so I can see what's going on!

there sure was... It defaults to PCI-E when the BIOS is reset. The other option is PCI but I left it at PCI-E. I have since sent the board back and talked MSI into sending me the d-bracket2.
