MSI Neo2 Plat voltage setting question.

I have a quick question, whats the difference between the CPU VID setting which can be set at settings like 1.45,1.5,ect.. and the CPU over VID which are percentage values? Also, any idea why setting my VDIMM to 2.6 would cause my system to not post when mem settings are at 2-4-4-11 1t?
