I got this motherboard in today and tried putting the system together...

and switched all of these parts out.

AMD XP 2100 (was in a system working before I took it out )
AMD Duron 750mhz (same as above)

PC2100 Crucial (was working in a system before i took it out)

Radeon 9600 pro
Savage 4
Rage LT pro

all of these parts have been verified working, so the only unkwon I was working with is the board.

Does anyone have any ideas, or know anyway to debug this motherboard?

thanks

What exactly happens when you try to power up your system? Any beeps? Fans turn on? Does the BIOS try to POST?

No beeps at all, fans in PS, and fan on CPU turns on. I checked and the CPU fan is plugged into the correct fan header.

Have cleared CMOS a few times, no change.

Havnt tried booting out of case, but thats coming up soon.

there are supposed to be 4 LED's that will diagnose any problems with the motherboard, and they dont even light up.

I would not bother with the LEDs,my backup MSI board died after 3 years(same problem as yours no beeps but the fans work etc) anyway the diagnostic lights said it was the cpu so I changed that, but still no go, turned out to be the board was dead,I had the famous MSI K7T Pro which had a well known problem with the power regulators dying.

Does sound very much like a dead MSI board I`m afraid.
